Decree No.2, National Science and Technology Commission of the People 's Republic of China

 
The Regulations on the Administration of Laboratory Animals were approved by the State Council on 31st October, 1988 and are hereby promulgated.
 
Chapter 1 General Provisions
Article 1
 
In order to strengthen the management of experimental animals, to ensure the quality of experimental animals, to adapt to scientific research, economic construction and social development needs, the development of these regulations.
Article 2
 
The term "experimental animals" as used in these Regulations refers to animals that are artificially enrolled, controlled by microorganisms carried by them, have clear genetic backgrounds or are available for scientific research, teaching, production, testing and other scientific experiments.
Article 3
 
This Ordinance applies to units and individuals engaged in the research, conservation, feeding, supply, application, management and supervision of experimental animals.
Article 4
 
The management of experimental animals should follow the principle of unified planning and rational division of labor, which is conducive to the scientific research and application of experimental animals.
The fifth
 
National Science and Technology Committee in charge of national experimental animal work.
Provincial, autonomous regions and municipalities Science and Technology Commission in charge of the region's experimental animal work.
The relevant departments of the State Council are responsible for the management of experimental work in this sector.
Article 6
 
The state of experimental animal quality supervision and quality certification system. The specific measures shall be formulated separately by the State Science and Technology Commission.
Article 7
 
The national standards for experimental animal genetics, microbiology, nutrition and breeding environment are developed by the State Technical Supervision.
Chapter II Feeding management of experimental animals
 
Article 8
 
Units engaged in experimental animal breeding must regularly carry out quality monitoring of experimental animals on the basis of genetics, microbiology, nutrition and feeding environment standards. The operation process and monitoring data should be complete and accurate records, and the establishment of statistical reporting system.
Article 9
 
Laboratory animal breeding room, laboratory should be located in different regions, and strict isolation.
Laboratory animal breeding room, laboratory to have a scientific management system and operating procedures.
Article 10
 
Animal breeding, breeding should be used domestic or foreign recognized varieties, strains, and hold a valid certificate of competency.
Article 11
 
Laboratory animals must be kept in different ways according to different sources, different varieties, strains and different experimental purposes.
Article 12
 
Experimental animals are divided into four levels: one, ordinary animals; two, clean animals; three, no specific pathogens; four, sterile animals.
For different levels of experimental animals, should be in accordance with the corresponding microbial control standards for management.
Article 13
 
The experimental animals must be fed with the full quality feed. Rotten, rotten, moth, contaminated feed, not for feeding experimental animals. Directly used as feed vegetables, fruits, etc., to go through cleaning and disinfection, and keep fresh.
Article 14
 
A class of experimental animals, drinking water, drinking water should meet the health standards. Second, three, four experimental animals, drinking water, drinking water should meet the health standards and sterilization.
Article 15
 
Laboratory animal litter should be in accordance with the needs of different levels of experimental animals, the corresponding treatment, to clean, dry, absorbent, non-toxic, no insects, no infection, no pollution.
Chapter III Laboratory Animal Quarantine and Infectious Disease Control
 
Article 16
 
For the introduction of experimental animals, must be quarantined.
In order to supplement the source or the development of new species to capture the wild animals, must be quarantine at the local level, and obtain the animal quarantine department issued a certificate. Wild animals arrived in experimental animal premises, subject to re-quarantine, before entering the experimental animal breeding room.
Article 17
 
Animals that must be vaccinated should be vaccinated according to the requirements of the experimental animals or in accordance with the relevant provisions of the Livestock and Poultry Epidemic Prevention Ordinance, except for experimental animals that are used as raw materials for biological products.
Article 18
 
If the experimental animal is sick, it shall promptly identify the cause, handle it properly and record it.
Laboratory animals suffering from infectious diseases, must be immediately as appropriate, respectively, to be destroyed or isolated treatment. Emergency vaccination of experimental animals that may be infected, emergency disinfection measures for areas where indoor and outdoor may be contaminated, and report to the higher experimental animal management departments and local animal quarantine, health and epidemic prevention units, to take emergency preventive measures to prevent the disease spread.
Chapter 4 Application of Experimental Animals
 
Article 19
 
Application of experimental animals should be based on different experimental purposes, the selection of the corresponding qualified experimental animals. Declare scientific research projects and identification of scientific research, should apply the qualified experimental animals as a basic condition. Application of unqualified experimental animals to obtain the test or safety evaluation results are invalid, the production of products shall not be used.
Article 20
 
The following complete information should be provided for experimental animals for use:
A, breed, strain and the exact name of the subfamily;
Second, the genetic background or its source;
Third, microbial detection status;
Fourth, the certificate of competency;
Fifth, the person in charge of the registration unit.
Animals without the above information shall not be used.
Article 21
 
Laboratory animal transport work should be responsible for someone. Laboratory animal shipments should be safe and reliable. Do not mix different varieties, strains or different levels of experimental animals.
Chapter 5 Import and Export Management of Laboratory Animals
 
Article 22
 
Imported from abroad as an experimental animal of the original species should be accompanied by the head of the breeding unit and the name of the subfamily and genetic and microbial status and other information.
Animals without the above information shall not be imported and applied.
Article 23
 
Laboratory animal work units from abroad to import experimental animals of the original species, must be designated to the National Science and Technology Commission of the conservation, breeding and quality control units registered.
Article 24
 
Export experimental animals, must be reported to the National Science and Technology Commission for approval. After approval, only for export procedures.
Article 25
 
Import and export of experimental animals, quarantine work, in accordance with the "People's Republic of China Import and Export Animal and Plant Quarantine Ordinance" regulations.
Chapter 6 Personnel engaged in experimental animal work
 
Article 26
 
Laboratory animal work units should be equipped with scientific and technical personnel and professionally trained breeders as needed. All kinds of personnel must comply with the experimental animal breeding management system, familiar with, grasp the operating procedures.
Article 27
 
Local competent laboratories at all levels of experimental work, to engage in experimental animal work of all types of personnel, should be gradually implemented qualification system.
Article 28
 
Laboratory animal work units on the direct contact with the experimental animal staff, must regularly organize the inspection. Those who are suffering from infectious diseases and should not be responsible for the work should be replaced in a timely manner.
Article 29
 
People who work in experimental animals must take care of experimental animals and not be teased or ill-treated.
Chapter 7 Rewards and Punishments
 
Article 30
 
Units or individuals who have long been engaged in experimental animal breeding management and achieved remarkable results shall be commended or rewarded by the departments that manage the work of experimental animals.
Article 31
 
For those units that violate the provisions of the regulations, the departments that work through the management of experimental animals shall, depending on the seriousness of the case, give a warning, a limited period of time, and order the administrative penalty to be closed.
Article 32
 
The relevant staff members who violate the provisions of these Regulations shall be given administrative sanctions according to the relevant provisions of the State, depending on the circumstances.
Chapter VIII Supplementary Provisions
 
Article 33
 
Provinces, autonomous regions and municipalities directly under the Central Government and the relevant departments under the State Council may, in accordance with these Regulations, formulate the implementation measures in light of the specific circumstances.
The laboratory animal management of the military system is carried out with reference to this Ordinance.
Article 34
 
This Ordinance is interpreted by the National Science and Technology Commission.
Article 35
 
These regulations shall come into force as of the date of promulgation.
